What is the Permit Parking ?
The Permit Parking Scheme is a centralised car parking leasing solution, where owners of parking bays located in Jumeirah Lakes Towers (JLT) need to use to list any parking bays they wish to lease out. This is also the leasing solution for any person working or living in JLT who wishes to lease additional parking bays on short or long term basis.
Do I have to be a JLT resident to lease a bay?
Yes, you have to be a resident or commercial occupant to be eligible to lease a car parking bay.

How can I pay?
You can pay with credit card online or cheque.
Can I obtain a Parking Permit for any cluster within JLT?
No, you can only apply for a Parking Permit at clusters of your residence or work location, however, if car parking bays are unavailable in the cluster of your residence or work, we may allocate you a car parking bay in a different location.
How long can I lease a parking bay for?
You can only lease a car parking bay for a maximum of 12 months.
Can I lease a car parking bay if I already have an allocated one with my unit?
Yes. All Unit Owners residing or working within JLT and other tenants living or working in JLT are eligible.
Can I cancel and get a refund if I no longer require the car parking bay?
You can cancel at any time. Please check the online terms and conditions for applicable penalties in case of an early termination.
What if I want a specific car parking bay?
Once you are registered, you will be able to enter a request. These are dealt with on case-by-case basis and subject to availability.
Why are you charging me a deposit?
The deposit is to cover the cost of any damage to access cards, bollards etc. in case they are not returned or are returned in state of disrepair after the conclusion of the lease period.

Residents are able to lease up to 2 car parking bays
Commercial occupants are able to lease up to 5 car parking bays.
Please note that Parking Permits are subject to availability and DMCC reserves the right to change the quota of available car parking bays at any time and in its sole discretion.
Can I obtain a Parking Permit at any cluster within JLT?
No, you can only apply for a Parking Permit at clusters of your residence or work location, however, if car parking bays are unavailable in the cluster of your residence or work, we may allocate you a car parking bay in a different location.
What documents do I require to obtain a Parking Permit?
You will need proof of UAE residence, JLT residence/DMCC Free Zone licence and personal identification such as Emirates ID or a passport

Do I have to come to Concordia offices to purchase a Parking Permit?
You can complete the transaction online by visiting and registering at

. Your Access Control Card and parking bollard remote control can be delivered to your JLT address.
How long does it take for the Access Control Card(s) to be delivered after payment?
Your Access Control Card will be ready for collection or delivery within 2-3 working days.

Can I change my car parking bay if I am unhappy with the allocation?
You can request for an alternative allocation provided your lease period has not started and subject to availability.
If I move within JLT will I be able to change my leased car parking bay to another location near my new JLT residence?
This may not always be possible as it may be subject to availability of similar type of bays in the new location.
Can you deliver the Access Control Card to me anywhere in Dubai?
Access Control Cards can only be delivered to your registered address in JLT.
What if I do not want to pay a delivery charge?
You can collect your Access Control Card from Concordia Offices at the Jewellery and Gemplex Building No.2. Please note that the office is open for collection Monday to Wednesday from 10am to 3pm.
Why are you charging me a deposit?
The deposit is to cover the cost of any damage to access cards, bollards etc. in case they are not returned or are returned in state of disrepair after the conclusion of the lease period.
Will I be able to retain the same car parking bay on renewal?
This will depend on the car parking bay being available for leasing; in the event the car parking bay is unavailable, you will be offered the closest available car parking bay.
To retain the same car parking bay, you are encouraged to send us a formal notification with your intent to renew in advance. .
What if I don’t want to renew?
Please contact the Parking Team directly via email at

and arrange the return of your Access Control Card, parking bollard remote control and an inspection of the parking bollard on your bay.
Do I need to re-register for renewal and submit my documents again?
You will be required to resubmit documents if your current documents are valid for less than 3 months and wherever additional documents are required. Please visit the website at

How many days is the grace period to renew my Parking Permit?
Your Access Control Card will be deactivated on the last day of the term of your Parking Permit, but you will have two working days to complete the renewal process before your car parking bay is put back into the system as available to lease.
When will I be notified that my Parking Permit is expiring?
You will receive notification 30 days before the expiry of the Term of your Parking Permit and you can renew anytime during this period.
Do I need to come to Concordia office to renew?
No you can complete the renewal process online.

How much is the charge for lost or damaged replacement card?
The cost will depend on your cluster and tower. You will be able to see associated cost once you have selected the replacement tab on the portal.
What is a parking bollard?
Each car parking bay will come with a remote controlled parking bollard to ensure that you have exclusive use of the car parking during the Term of the Parking Permit.
Is the cost of the parking bollard included in my payment?
No this is provided to you free of charge by the Bay Owner and remains the bay owner’s property. You are however wholly responsible for the parking bollard during the Term of your Parking Permit. Please refer to the Parking Permit Terms and Conditions available on

What is the Permit Parking Scheme?
The Permit Parking Scheme (
Parking Scheme
) is the centralised car parking leasing system, operated by DMCC’s Managing Agent through which all owners of parking bays located in Jumeirah Lakes Towers (
JLT
) must register, should they wish to lease any of their vacant car parking bays.
Why do we need the Parking Scheme?
This is for the benefit of the entire JLT Master Community and provides a single platform for the leasing of all available car parking bays within JLT through the customer friendly and interactive JLT Permit Parking Portal (
Portal
).
Is my agreement with DMCC or Managing Agent?
Every car parking bay owner will have to enter into a bay owner agreement (
Agreement
) with DMCC, the Master Developer of JLT.
What are the benefits of the Scheme?
Management of Demand and Supply: Your car parking bay is made available to a wide audience on the Portal. The scheme will automatically offer your bays to any member who successfully registers on the Portal and is looking for parking bays within your cluster.
Fully Online: Parking Permit applicants are able to access and purchase Parking Permits in a simple and efficient manner online from anywhere and through any device.
Transparent and Efficient Options for Managing your Parking Bay: Fixed fees across clusters ensures a fair and transparent scheme across the community. In addition, short term leasing options are provided, which gives you the flexibility in managing your unit letting/occupancy more efficiently.
Regular Updates and Reporting: You will be provided with regular updates of revenue collected on your behalf and occupancy levels.
Hassle Free: Administration and management of your registered parking bays will be with the Managing Agent.
How many car parking bays can I put into the Parking Scheme?
There is no limit to the number of car parking bays you can enter into the Permit Parking scheme, subject to you being able to validly prove your ownership of the car parking bays in question.
I am already renting out my car parking bays on other platforms at an agreed rate. Will I be able to offer my car parking bays at this rate or any other rate of my choice?
No, all car parking bay owners can only lease their car parking bays using the Parking Permit scheme and therefore the leasing rates are fixed by DMCC and can be viewed at the Portal. There is a two tier rate system within JLT. The rates are reviewed regularly to ensure that they reflect pricing levels within similar communities across the Emirate of Dubai.
Will I be consulted or have an input in setting or reviewing Permit rates?
You can send your views to DMCC, which DMCC will consider. However, DMCC is the authority who sets the rates of the Parking Scheme, to ensure a fair and transparent approach across the community.
All car parking bay owners will be notified of any rate revision well in advance.
How do I know that Managing Agent is marketing my car parking bays in the best way possible?
Both DMCC and the Managing Agent are responsible for the marketing of this scheme to all stakeholders within the community. Since all requests come through the Portal, DMCC and the Managing Agent are best positioned to ensure the most suitable bays are offered to prospective lessees.
Available parking bays are offered through the Portal at –

. The allocation of parking bays takes place by using an auto generator for that location to ensure that all available parking bays have an equal chance of being offered.
How much do I have to pay Managing Agent for managing my car parking bays?
You will be charged a fixed percentage of the parking permit revenue plus the cost of the parking bollard. This will be deducted from your parking permit revenue. Full details will be available within your agreement with DMCC (Parking Bay Management Agreement)
How will Managing Agent pay me the revenue generated from the lease of my car parking bay?
You will be paid (less any applicable deductions) on a quarterly basis via bank transfer.
Can I have access to managing Agent’s records/transactions in relation to my car parking bay?
You will be provided a periodic report of all transactions in relation to your car parking bay.
If Managing Agent is unable to lease my car parking bay and I receive a better offer on another platform, can I withdraw my car parking bay from the Parking Scheme?
You may withdraw your car parking bay from the Parking Scheme within the agreed terms and conditions but you will not be able to offer your car parking bays located in JLT on any other platform. Please refer to the JLT Master Community Declaration (

What If my car parking bay is not leased, do I still have to pay Managing Agent?
No, you only pay the appropriate service charges and fees when your car parking bay is leased.
What if I chose to opt out of the Parking scheme?
You may choose to opt out of the Parking Scheme subject to the agreed terms and conditions but you will not be able to offer your car parking bays located in JLT on any other platform. Please refer to the JLT Master Community Declaration (insert link) and the Parking Bay Management Agreement.
Why do I require an NOC from the Owner Association Management?
The Owners Association is responsible for managing car parking bay allocation and access controls within tower structures and individual tower’s assigned areas. You must therefore provide a letter of no objection stating that third parties which are non-residents of those individual towers are permitted to use those car parking bays.
What happens if I sell my unit, will the new owner be required to sign a new contract or continue as is?
The Agreement is not transferable. The new owner must sign a new agreement with DMCC should they wish to place their vacant parking bays on the Parking Scheme.
Since Managing Agent will be managing car parking bays for different owners within JLT, how do I know that Managing Agent is not prioritizing other owner’s car parking bay over mine?
All car parking bays are offered on the single platform and are allocated through an automated algorithm by the Portal.
My car parking bay is available because I have empty units, can you guarantee that I can get my car parking bay back when I want?
Yes, you will be able to withdraw your car parking bay subject to the agreed terms and conditions.
Do I have to sign a separate agreement every time I want to add or remove bays?
After an amendment to your existing agreement has been duly executed with DMCC, your account will be updated via the Portal.
Will I be notified when my Agreement with DMCC is expiring?
You will receive notification 30 days before the expiry of your Agreement and you can renew anytime during this period.
How often do I have to renew my agreement with DMCC?
This is up to you and dependent on the duration of the term you selected in your Agreement with DMCC. Please refer to the expiry clause in the Parking Bay Management Agreement.
What if I don’t want to renew?
Please refer to the exit clause in the Parking Bay Management Agreement.
What if the Permit Holder cancels mid lease, do I have to refund the unused period?
You may be required to refund after deducting applicable penalties. Kindly refer to the terms and conditions for early terminations.
Why do I have to pay for a Parking bollard?
To ensure that Permit Holders are able to access and use their car parking bays at all times.
To ensure no unauthorized use of parking bay spaces.
If the parking bollard is damaged am I responsible for its repair/replacement?
No, the Permit Holder is wholly responsible for the parking bollard during the Parking Permit term and must return the parking bollard in working condition after the lease period has ended.
Do I have to pay for the bollard when I join the Parking Permit scheme?
No, you only pay for the bollard when your car parking bay is leased.
Will I get a receipt for the bollard once payment has been deducted?
All Details will be included in your regular statement/report.
Who is responsible for the maintenance of the bollard?
Managing Agent is responsible for the maintenance of the bollard.
Do I get charged for the bollard with every new lease?
You will only get charged for the initial lease and for replacement when the device has reached the end of its operational life cycle.
Will I be responsible for replacement due to damage or device failure?
The Permit Holder is responsible for damages however caused. Warranty or operational related failure will be dealt with by the Managing Agent.

Will the Managing Agent share my contact details with the Permit Holder?
No, your contact details will not be shared with the Permit Holder and will remain confidential at all times.
Will the Permit Holder sign a contract with me?
No. The Permit Holder will register and agree to the terms and conditions on the Portal. Following this, they will be able to view and lease the available parking bays.
Will there be a physical inspection of the car parking bay at handover/exit stage?
Yes, the Managing Agent will do a handover/takeover inspection at the end of every lease period, jointly with the Permit Holder.
If I discovered that my car parking bay is damaged on exit from the Parking Scheme who will be responsible for the rectification?
Please refer to your Parking Bay Management Agreement for the options and obligations of each party.
